Can I get voiceXML to read out a section of text on a page by clicking on a button ?

Not exactly.

VoiceXML applications are telephone-based; instead of using a visual browser to interact with a VoiceXML application (as you would with a typical web application) you use a telephone.

The code for a VoiceXML application is run in the same execution environment as traditional web applications (web server, app server, DB server) but the user interface is rendered by a VoiceXML interpreter. The interpreter renders VoiceXML as machine generated speech, or uses pre-recorded audio prompts. It also accepts user input as spoken utterances, or touch tone key pad entry. If you want to try a VoiceXML application, call 1-800-555-TELL (toll free call).

There is a hybrid technology that is being developed by the VoiceXML Forum and others which combines VoiceXML and XHTML (the interface layer for traditional web applications). In theory, XHTML+Voice (or X+V for short) would let you click on a section of text in a browser and have the text rendered as speech.

Right now, there are only a few browsers that support X+V - one of them is the opera browser (free download).
