Hi... Im completely nem to vxml technology but as I�ve noticed the costs for aquisition of speech recognition software, like nuance for example, is extremely high, right? So I was wondering if there is any free/open source sofware that accepts vxml, TTS, etc. with great accuracy.

There are a variety of open source projects out there in this area. Some of the better known ones include:
VoiceXML - Open VXI - http://sourceforge.net/projects/openvxi
ASR - CMU's Sphinx - http://sourceforge.net/projects/cmusphinx
TTS - Festival - http://www.cstr.ed.ac.uk/projects/festival/
You didn't quantify what you mean by "great accuracy", but it should be no surprise to you that you get what you pay for. Speech technology vendors such as Nuance, Scansoft and others earn their bread and butter building highly accurate speech engines. This costs lots of $$ and speech technology has not yet achieved the critical mass needed in the marketplace to result in open source projects that spawn solutions comparable to the commercial offerings. Operating Systems are expensive to craft as well, but there are enough people out there using them and intimate with their technical interworkings to create successful open source solutions. That is not yet the case for speech engines.

To the solutions that spkydog has suggested, I'd add a couple:
FreeTTS - A speech synthesizer written entirely in Java. If your interested in who is using FreeTTS, check out this forum.
Oktopous open source CCXML interpreter. Although your question relates to VoiceXML, its good to know (in my opion) that the entire voice software stack can be constructed using open source components.
