I am use IBM websphere to develop the voice xml.
Can use modem to make the connection between Telephone?

Can you be a bit more specific as to what you mean? Best way to do development is using a VoiceXML browser that supports SIP/RTP so you can call it with a softphone and not incur any extra costs. I'm not sure if IBM WebSphere supports that. Hopefully somebody from IBM will tune in.
